This rule of thumb hasn't been applicable for a very long time, not even 'roughly'. Only for a short time has the rate sat at 100 yen to USD, even in near approximation (+/- 5). The exchange rate fell off sharply in late 2007, having peaked multiple times in the 120-125 yen to USD range. In mid 2008, it finally hit 100 yen and stayed there very briefly, continuing the decline to ~90 to the dollar. In early 2009 it temporarily peaked back to 100 yen and fell off once more, continuing in a downward trend that has not recovered.
Currently the exchange rate hangs between 80 and 82 Yen to the US Dollar, ignoring outliers caused by the disaster earlier this year. The disaster resulted in a sharp fall off to ~76 to the dollar, the lowest value on record, due to many Japanese companies suddenly liquidating their foreign assets and repatriating them back into Japan. The other outlier was following that, a jump to 85:1 as a result of intervention by the G7.
Market predictions expect the exchange rate to reach and settle at 85 yen to the dollar, although such a prediction is proving to be inaccurate thus far as the rate settles in at 80-82.
tl;dr: lol market fluctuations. For every 100 yen, assume ~1.20 USD. That makes this game cost roughly $23.25.
