Yes, applocale is solution to alot of things, but not "everything". Some games refuse to work even with applocale, it sounds unbelievable, but they exist, you need to get over it that you can't always rely on it.
Besides the obvious, you need to remember to install RPG VX or whatever RPG you need to install under non-unicode japanese language. RPG VX is also sensitive to the language locale.
No, you can't install the english counterpart for RPG whatever. And you should always download from the homepage, latest edition of whatever you need.
In short.
1. Make sure you install RPG VX in japanese non-unicode. Download the japanese version of RPG VX and from the original homepage (should be the latest version)
2. Make sure you ALSO install the game (or any other RPG maker game) in japanese non-unicode language.
The graphical error you are experiencing says "It cannot find the "dragon" avatar". That error is pointing to an error in the RPGVX database, and NOT the game itself. "dragon" is a common premade set of characters in RPGVX, hence it's not the game itself that has a corruption or something. It's refering to the RPGVX character set.
RPGVX installs a set of premade avatars. And the games you download have their own library or custom made avatars. The game can point to either libraries, and if one of the libraries fail to load an icon or avatar, it shows up the error anyways.
