Switching back to the untranslated version fixed the bank for me. Always handy to keep those original files around so you can switch back and forth in case something weird happens.
Well technically if you really didn't want to lose all of your money in the casino to get the dancer scenes you could use the bank to store some of it but otherwise running through the tower fixes any cash problems you might have anyways.

Find and Download ALL Decrypter, once you're able to find it and completely download it open up the .exe, file > open. Find Arms Devicer+ rgssd(or something) file. Extract the Audio(and others if there is any) files (don't need data cause that's what the translation is(that you downloaded from Starke)). Once you extracted them, go to the extract folder in ALL Decrypter and put it in Arms Devicer+ folder where the .exe(AD+) is. Once that is done, do the same with the translation you downloaded, then to finish it. Delete the game.r3gssd thing. That's what I did and it works. You can also try and practice it with the bonus patch Starke generously gave us. We have a thread with the game already here.
Did you add the graphics folder from the ALL extractor to the games main folder?
