You are correct. 上旬 means the 1st to the 10th, 中旬 means the 11th to the 20th and 下旬 means 21th to the end of the month. So unless they release the game today the have missed their deadline.

Now, it is not exactly unusual for deadlines to be missed and games to be delayed.
