I think it's your computer, try restarting your computer and running as administrator. If that doesn't work; try re-downloading the files and add in Japanese Locale onto your computer. It doesn't hurt to have it there. It also enables certain h games. Good luck

I have done everything you said several times however it hasn't worked. Actually I had that problem with an earlier version of this game and found how to fix it online long ago, so I have been looking for it for days but I haven't found anything yet.
