The Game.exe creeps around in the task manager for several minutes, tries to start for a second, and then dies out.

Try to run the game under japanese locale or change your system to japanese, maybe that helps.

If that's not the case, might I suggest you creating a folder for the game, putting that folder into the exclusion list for Avast, and only then extracting the game files to that location? Maybe that game.exe is already fucked up by the antivir. Give things a fresh start.
