I doubt they would take the previous stages of a character into consideration because of unique classes. For example, a princess unit is, by all accounts, a unit that starts in the CC stage, thereby making them 0/(60/70/80)/(80/90/99)*. They would use certain metadata such as Date Obtained or Current Level.
Order or priority should be like this:
Awakened, Current Level, Date Obtained?
Class Changed, Current Level, Date Obtained?
Beginning State, Current Level, Date Obtained?
If there are multiple units that has the same level (if level is a criteria for selection), then there has to be information from the database that will allow them to decide which unit will give you a Valentine's Chocolate. It's most likely to be date obtained because you can sort your barracks by recently obtained units.
*Most likely (60/70/80)/0/(80/90/99), but there's no point in arguing about it if someone tries to say something about this.
