You need to physically attend it and clear its conditions to receive a unit before it's implemented into the game, which means it's most likely going to be a new premium platinum or black unit like Mage Armour Jessica and Gold Gunner Mel.
The penultimate map has a better bone fragment rate than the last map, but is RNG, so you can have really bad luck, and have to spend way more than the final one, which is 100% consistent. A Japanese blogger, Taian, did a tentative comparison between two accounts, and has 220 from the one that did the god-tier map, and 244 from the extreme-tier one (after getting all guaranteed drops). For a rank 200 player, farming the first phase god-tier both weeks costs 35 crystals to max Pippin, and the extreme-tier could cost 32 crystals if your luck is normal and it drops its fragments at 72~%. If you have below average luck, then she could cost you 46 crystals farming extreme-tier if you get the drops 60% of the time.
If you can farm the penultimate map, then you should max out Pippin. You'll save significantly more crystals doing this in the long run than you would waiting for her revival and trying to gain 50% skill ups and cost reductions for 100 revival crystals (10% 9/10 > 10/10 skill up chance, or 25% with a rainbow fairy).
As a Feng-Shui User, Pippin will be extremely useful if you can deploy her early, since she'll mitigate map effects for the rest of your team if she's deployed ahead of them (i.e. desert HP decrease upon deployment). It doesn't matter how bad her skill turns out, or if her ability is mediocre, since her class, cost, and base stats are easily worth 30-40 SC, and farming Pippin is a billion times more worthwhile than rolling premium, since you're not only getting a good class, but you're also getting 45 bone rewards, and drops that are worth more than the 5~ silver units you're probably getting from 10 premium rolls. I think Pippin will get a good ability, since her peers have roles that Pippin can't make obsolete; Mia with her 13% gold clear, and Marle with her heal-everyone-within-range short duration super skill.
