It just says that your .exe can't be opened, if I read it correctly.
Maybe switching your regional settings to Japanese Unicode or using AppLocale will fix your problem. Guides concerning that matter are abundant and can be found via google. These settings should also be enabled when unpacking the archive the game came in.
Also, since I assume this is an H-game, tech questions etc. go here, in the Hentai Games section.
