If you read it correctly then you should note that it only applies for her own species. Golden Elves is when the mental effect will take place. Otherwise all other species can go fuck themselves.
On reducing curses already there? No. You guys voted for this so unless you get a lot of people to focus onto one then yes. As for curses already there again as before you need people to focus onto it to upgrade as well.

If you are talking about dexterity like Bloodshifter then no. The base stat is 1. It won't go below one but the more negatives you have once at 1 then the more -1's get added to the rolls.
