Basically using a fake alien invasion as just one scenario to get the populace to buy war bonds and such to help the economy. I believe even wealthy citizens bought into them during WWII. I wouldn't toss the idea aside so quickly just because of the subject matter that's partially a joke and the speaker even admitted to borrowing from a Twilight Zone episode where a false alien invasion was used to bring about world peace.

It's not as dumb an idea as it appears.

Might I point you all to the movie "Wag The Dog." The situations are different, but the concept is the same. Conceal a big problem behind a seemingly bigger, albeit fake, problem. You could even go as far as calling it a straw man fallacy. You'd just be taking it one step further than the normal rhetorical sense. It's not a perfect fit, but you can still make an argument that it's a lot easier to justify spending against something far-fetched than it would be to tackle the problem directly.

Graphic novel and movie are fairly the same in the endings. Just the movie used Dr. Manhatten's powers to make what essentially was a massive nuclear explosion in New York... while the comic had a massive alien octopus teleported to New York that wrecked devastation.

But yes, similar thread of logic.
