Like I said, I let the ball roll. I may plan some things, but what I do mostly revolves around what the players do, and the results of their actions.
So if Luna and Fleur duke it out in the middle of one of the hallways, would a guard try to intervene? (Provided they declare that it's a duel)
Even if both of them attested that it was purely a "mock battle"? :X
Well Fleur would be unarmed, and Luna would be using the flat of her blade... That aside, Luna would likely comment something on how a lack of sparring and practice dulls one's skills should any protest be made about the fight itself.

Don't worry, Luna isn't even landing a single HIT on Fleur this time, asides from managing to grab her once to toss her against the wall... (from which Fleur rebounds and uses to tackle Luna to the ground, then handcuff her right arm with Luna's left to prevent her from escaping.) The only thing that might be a "tad" extreme, is when Luna pulls her gun out after she loses, and puts it to her own head. (Which Fleur will swat away before she can fire
