Here, let's turn this into something useful...since my mind went in an entirely different direction when I saw the title. (Mostly because I saw it in the random hentai pics thread or somewhere recently.)
Censorship in things...
Really...do those little black bars do any damn bit of good? I mean, they're at best, three of them covering the head of penis. Or down near the base of the shaft (Yes, I realize that is probably for the hair, which I understand is also a bad thing to show, apparently.) but honestly, they hide nothing. I mean, is it like Porky's? There's some identifying mark and they're disguising the thing's identity or are they just saying "Look, it's censored. Yup!"
Now, mosaics and the black circles or boxes tend to do a lot more (and I find them rather annoying, personally) but at least there's an attempt.
And while I'm thinking on it, think about it. It's like saying "Oh no, we can't show you this full image of a penis while it's in this picture of a man raping a woman. The rape is acceptable, but the penis isn't." It boggles the mind, but then, it's not my culture. I just attempt to enjoy the exports.
Actually, they try to make just a little line because of censorship laws saying it has to have some sort of censorship.
At least thats what I heard, they basicly make a picture, put in a little line with a pencil, and then say. "Yup, it's censored now, perfectly legal and safe." even when nothing is really hidden. To the artists at least, it's all perfectly fine to show, but they just have to do something for the law.(Which should never ban any drawn porn anyway, but that's a different story)

I don't really mind mosaics, blurs, etc, in porn.
Because, well... its porn. It's when they put it into things that AREN'T porn that it pisses be off(Example: The TV airing of Code Geass, with the blurred cleavage, or Tokko, with the blurred nipples,etc etc)
Adding censors to things that aren't pornographic feel to me like they're calling it pornographic. Which pisses me off. <_<

That list looks like it pretty much bans most hentai games full stop though I can understand a rule like what is illegal in real life cant be used in hentai but why ban pregnancy, Pregnant women and conception those are not illegal(not sure about japan's laws about that though) and really tame fetishes (also quite normal cause of an natural instinctual urge to have children) and the fact that I like them :) . Although those themes are commonly abused/utilized(depends on context) in extreme fetishes(like rape and gang rape games and manga) it seems as though it may be one of the reasons why it was banned. I also fail to see why Adultery as banned because most hentai games I've played with that theme have had a married woman who's husband practically just ignores her or something happens to cause the to drift apart so why is it so wrong that someone actually takes her away from such a man. I think of it as saving her from a bad marriage (that's something to be applauded not hated).
